There are two Chinese Taipei organizations that regulate aspects of telecommunications equipment:   

  • National Communications Commission (NCC – formerly DGT) 
    The NCC regulates the telecommunications/radio, information and broadcasting sectors.
  • Bureau of Standards, Metrology and Inspection (BSMI)
    The BSMI is the authority responsible for standardization, metrology and product inspection.  BSMI regulates EMC for telecommunications products.   

This guidance covers the requirements for designation to NCC only.

The National Communications Commission (NCC) is a government agency responsible for regulating the telecommunications, broadcasting, and postal sectors in Taiwan. Established in 2006, the NCC plays a vital role in ensuring that these industries operate in a fair and transparent manner, while also protecting the interests of consumers and promoting innovation and competition.

What is NCC certification?

NCC certification, also known as the NCC Type Approval. The NCC type approval ensures the verification of the minimum legal requirements for radio technology products in the Taiwanese market. All telecommunications products and other electronic products in the field of radio technology must meet regulatory and technical requirements in Taiwan to be approved for use in the market. The National Communications Commission (NCC) of Taiwan was established on February 22, 2006 and was originally part of the Directorate General of Telecommunications (DGT) in Taiwan. It is the designated authority for the regulation of telecommunications and broadcasting services in Taiwan.

The NCC sets the regulations for NCC registration and is responsible for regulating the telecommunications and broadcasting industries, maintaining a level playing field in the communications industry, and protecting consumers. As an independent authority, the NCC regulates licenses, radio frequencies and spectrum, program content, communications standards and specifications in Taiwan.

Selling or importing equipment without the NCC type approval is subject to a fine ranging from 30,000 to 300,000 Taiwan dollars. In addition, unapproved products will be confiscated upon importation into Taiwan.

Which products require NCC certification?

All the products that can be connected to the public communication network and products that emit radio frequencies require approval and NCC registration before they can be imported into Taiwan. Products that fall under the NCC type approval requirement are mainly telecommunication devices used in the Global Mobile System (GMS), Universal Mobile Telecommunications System (UMTS), Long Term Evolution (LTE) mobile communication standards, as well as wireless devices (such as computer keyboards, computer mouse, etc.) and other products with Bluetooth functions. Transceiver system devices used for radio frequency identification (RFID) are also affected by NCC certification.

The NCC authority divides products into Controlled Telecommunication Radio-Frequency Devices (CTRFD), which is radio frequency equipment used in telecommunications, and Telecommunications Terminal Equipment (TTE).

If a product only has receiving functions and does not transmit itself, it does not require NCC registration.

How long does it take to obtain NCC certification?

The time it takes to obtain NCC certification varies depending on the product, the complexity of the tests, and the workload of the NCC. Typically, it can take anywhere from a few weeks to a few months.

How much does NCC certification cost?

The cost of NCC certification varies depending on the product and the tests that need to be conducted. Generally, the cost ranges from NT$3,000 to NT$10,000.

What is the validity of NCC certification?

NCC certification is valid for 5 years. After 5 years, businesses must renew their certification.

NCC approval process

The approval procedure distinguishes between products for commercial sale and products for private use. For products that are used privately, a decision is only made at the time of application as to whether inspection or test reports are to be submitted. It is important to note that there is an import limit for privately used devices. For all devices imported for commercial use, testing is mandatory for NCC certification.

The application for NCC type approval is submitted to a Recognized Certification Body. The certification bodies are commissioned by the National Communications Commission (NCC) authority for CTRFD devices and by the Directorate General of Telecommunications for TTE devices.

The most common devices that are approved are low-power, high-frequency devices. For these products, it must first be checked whether the frequency band to be used is open. This can be checked in the relevant technical regulations for the products mentioned. We will be happy to assist you in this process.

What are the steps involved in obtaining the NCC Certification?

Manufacturers or importers must submit an application to the National Communications Commission and provide the necessary documentation, including test reports and technical specifications. The product will then undergo testing and evaluation to determine compliance with the required standards. Specifically:

  1. Preparing the sample and required documents.
  2. Testing your products  in accredited testing laboratory to ensure that they meet the necessary standards.
  3. Test report issued.
  4. Application at recognized certification bodies.
  5. Equipment conformity assessment.
  6. Waiting for the certificate of approval to be issued.

Prior to application, testing must be performed at an accredited test laboratory in Taiwan. Only after passing the tests in accordance with the relevant technical regulations can the application for an NCC certificate be submitted to a recognized certification body. For the application by the manufacturer, no representative office in Taiwan is necessary, however, there are also some conditions to be observed for the application, which is described below.

Unless the application for NCC approval is made by a person or company in Taiwan, the application can only be made by the foreign manufacturer. After receiving the certificates, certain devices are to be listed on a platform of the authority. The import of the products can only be done by persons or companies in Taiwan selected by the manufacturer and registered with NCC, or by the manufacturer itself.

Can products with foreign certifications be sold in Taiwan?

Products with foreign certifications can be sold in Taiwan if they meet the technical standards set by the NCC. However, businesses must still obtain NCC certification for their products to be sold in Taiwan.
