In today’s globalized world, the importance of ensuring quality and safety in products and services cannot be overstated. Governments around the world have established regulatory bodies to safeguard consumer interests and promote fair trade practices. The Bureau of Standards, Metrology and Inspection (BSMI) in Taiwan is one such organization that plays a crucial role in maintaining standards, metrology, and inspection procedures.

What is BSMI?

Established in 1950, the BSMI is an administrative agency under the Ministry of Economic Affairs in Taiwan. BSMI’s primary objective is to ensure the quality, safety, and fairness of products and services available in the market. It operates under the principles of transparency, impartiality, and efficiency. Over the years, the BSMI has taken on additional responsibilities, such as inspecting and certifying products and services, promoting international trade, and protecting consumers’ rights.

BSMI’s activities are primarily aimed at protecting consumers’ rights and interests. By establishing and enforcing standards, conducting inspections, and providing certification services, BSMI ensures that consumers have access to safe, reliable, and high-quality products. This promotes consumer confidence and supports fair competition among businesses.

In addition, the BSMI has established a Consumer Protection Center that helps to protect consumers’ rights. The center provides information on product recalls, consumer complaints, and other issues related to product safety and quality. This information helps consumers to make informed decisions when purchasing products.

For BSMI, either one of the following schemes can be applied for, depending on the type of product that is intended to be marketed in Taiwan. The CCC/HS Code will determine which route is applicable:

  • Declaration of Conformity scheme
  • Registration of Product Certification (RPC)

The RPC Certificate has a 3-year validity period. Local Suppliers who wish to continue supplying the product may apply for re-certification via the Designated Commodity Certification Bodies. DoC is indefinitely valid.

According to the Official BSMI Taiwan Commodity Inspection Document, Local Suppliers are responsible for registering each model of regulated commodities with the Competent Authority (BSMI).

The Applicable Standards for Testing in order to ensure compliance with Taiwan Requirements are expressed in the CNS form and are listed in the Product Scope for each equipment classification.

Functions of BSMI

  • Standards development: BSMI is responsible for developing and revising national standards in various fields, including electrical appliances, consumer products, industrial equipment, and more. These standards serve as benchmarks for manufacturers, ensuring that their products meet specific quality and safety requirements.
  • Metrology: BSMI establishes and maintains accurate measurement standards in Taiwan. It ensures that measurement instruments used in trade, industry, and other sectors meet the required accuracy standards. This helps in promoting fair trade practices and ensuring consumer confidence.
  • Product certification: BSMI provides product certification services, commonly known as the BSMI Mark. This certification ensures that products comply with relevant safety standards and regulations. The BSMI Mark is widely recognized and trusted by consumers and businesses alike.
  • Inspection and testing: BSMI conducts inspections and testing of products to verify their compliance with safety and quality standards. This helps in preventing the circulation of substandard or unsafe products in the market, protecting consumer interests.

BSMI product marking

RPC Marking must include a product certification identification number (which will be issued in the certificate) made up of 6 digits. The very first digit must be an R, which implies RPC, or a D, which implies declaration as shown below:

R 3 A 001 (3 A 001 correspond to the applicant’s identification code).

BSMI RoHS compliance statement

BSMI is responsible for enforcing the RoHS Directive in Taiwan, which restricts the use of hazardous substances in electrical and electronic equipment. The goal of the RoHS Directive is to protect human health and the environment from hazardous substances commonly found in electronic devices. The regulation focuses on six substances: lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBBs), and polybrominated diphenyl ethers (PBDEs). These substances are known to have adverse effects on human health and contribute to environmental pollution when improperly disposed of. BSMI ensures compliance with this directive by conducting inspections and tests on electronic products to verify that they meet the required standards.

The BSMI RoHS Compliance Statement includes the following information:

  1. Name and address of the manufacturer or importer
  2. Product name and model number
  3. Compliance status with the RoHS Directive
  4. Date of manufacture or import
  5. BSMI certification number

Why is BSMI certification important?

If you want to sell your products in Taiwan, you must obtain a BSMI certification. The certification ensures that your products are safe for use and meet the necessary technical regulations. It also shows that your products meet the quality standards required in Taiwan.

Which products require BSMI certification?

  • The products that require BSMI certification include electrical appliances, IT equipment, toys, medical devices, and many more. For electrical appliances, this certification is required for all products that are connected to the mains power supply. This includes products such as refrigerators, air conditioners, washing machines, and electric heaters.
  • For IT equipment, BSMI certification is required for products such as computers, laptops, tablets, and smartphones. This certification ensures that the products meet the necessary safety and electromagnetic compatibility (EMC) standards.
  • Toys are another product category that requires BSMI certification. This certification is necessary to ensure that the toys meet certain safety standards and do not pose a risk to children. Toys that require certification include electric toys, ride-on toys, and toys that emit sound.
  • Medical devices are another category of products that require BSMI certification. This certification is necessary to ensure that the medical devices are safe for use and meet the necessary quality standards. Medical devices that require certification include diagnostic equipment, surgical instruments, and medical implants.
  • Other products that require BSMI certification include automotive parts, building materials, and telecommunications equipment. In the case of automotive parts, this certification is required for products such as brakes, lights, and engines. Building materials such as cement, steel, and glass also require BSMI certification to ensure that they meet certain safety and quality standards.

The specific products subject to certification can be found on the BSMI website or by contacting their offices directly. You can also contact GTG BSMI expert to get an instant answer without waiting.
