Telecommunications is an ever-growing industry that is responsible for the exchange of information and data over long distances. This industry has been rapidly evolving, and with every advancement comes new challenges and requirements. Therefore, it is crucial to ensure the safety, reliability, and quality of telecommunication devices. In Japan, the TELEC certification is a mandatory certification for all electronic devices. This certification is issued by the Telecommunication Technology Committee (TTC), which is a regulatory body in Japan that oversees the telecommunications industry to ensure that electronic devices meet the necessary safety and technical standards.

What is the TELEC certification?

The TELEC certification is a mandatory certification for all electronic devices sold in Japan. TELEC certification ensures that electronic devices meet the necessary safety and technical standards.

What products are covered?

The Japanese Radio and Telecommunication Law covers all products which utilize the radio spectrum and operate under 3 THz. The TELEC Certification also covers products that are not communication devices such as discharge lamps and induction heating devices.

Special Specified Radio Equipment (SSRE) and Specified Radio Equipment (SRE) examples:

  • Bluetooth
  • Wi-Fi
  • LTE
  • GSM
  • ZigBee
  • Wireless mics
  • RFID (2.4 GHz, 920 MHz)
  • Telemeters
  • UWB radio systems

The different types of SRE are specified in the Japanese Radio Law. Consumer operated radio equipment is normally categorized as SRE.

In addition to SSRE and SRE, High Frequency Devices are another category for products under the Japanese Radio and Telecommunication Law. Some examples of these include:

  • IH cooking devices
  • Microwaves
  • Electrode-less discharge lamps
  • Welders
  • RFID (13.56 MHz)
  • Ultrasonic devices
  • Other equipment over 10 kHz (including industrial and medical devices)

Products or equipment which work with very low energy are classified as Extremely Low Power Devices and can be certified on a voluntary basis. Products with the following parameters are considered as Extremely Low Power Devices:

  • < 500 µV/m for products operating under 322 MHz or over 150 GHz
  • < 35 µV/m for 322 MHz – 10 GHz
  • < 3.5x μV/m, where x is frequency in GHz (or 500 µV/m, whichever is lower) for 10 GHz – 150 GHz

Why is the TELEC certification important?

  • Safety assurance: TELEC certification ensures that telecommunication devices meet the safety standards set by the Japanese government. This certification guarantees that the devices undergo rigorous testing and adhere to stringent safety regulations, reducing the risk of accidents or malfunctions.
  • Quality assurance: TELEC certification also focuses on the quality of telecommunication devices. It ensures that the devices meet the specified performance criteria, such as signal strength, call quality, and battery life. By obtaining this certification, manufacturers demonstrate their commitment to producing high-quality products.
  • Market access: in Japan, TELEC certification is a legal requirement for telecommunication devices. Without this certification, manufacturers cannot legally sell their products in the Japanese market. Therefore, obtaining Telec certification is essential for businesses aiming to enter or expand their presence in Japan.

Can TELEC certification be revoked?

Yes, TELEC certification can be revoked if the equipment fails to meet the safety and quality regulations set by the Japanese government. The manufacturer must rectify any issues and reapply for certification.

What is the cost of TELEC Certification?

The cost of TELEC Certification varies depending on the complexity of the equipment being certified. Generally, the cost ranges from $3,000 to $15,000.

How long does it take to obtain TELEC certification?

The time it takes to obtain TELEC certification varies depending on the complexity of the equipment being certified. Generally, it takes around 3-4 months to complete the certification process.

Is TELEC certification transferable?

No, TELEC certification is not transferable. If a manufacturer wants to market their equipment under a different company name, they must apply for certification under the new name.

What is the difference between TELEC certification and other certifications?

TELEC certification is specific to the Japanese market and is mandatory for any manufacturer that wants to market their telecommunications equipment in Japan. Other certifications, such as FCC and CE, are voluntary and are recognized in different parts of the world.

Are there any alternatives to TELEC certification?

No, there are no alternatives to TELEC certification. If a manufacturer wants to market their telecommunications equipment in Japan, they must obtain Telec Certification.

How can GTG assist you with TELEC certification?

To obtain TELEC certification, manufacturers must submit their products to accredited testing laboratories in Japan. These laboratories conduct comprehensive tests to assess the devices’ compliance with safety and technical standards. The certification process includes evaluating aspects such as electromagnetic compatibility, radio frequency performance, and electrical safety.

Once the testing is complete, the laboratory issues a TELEC certification mark, which manufacturers can display on their products. This mark signifies that the device has met the necessary requirements and can be sold in the Japanese market.

The TELEC certification process can be time-consuming and expensive. However, working with GTG can help businesses to navigate the complexities of the process and make the necessary changes. Contact GTG today and let us ensure that you are fully compliant
