Important Notes on UN38.3 Report Annual Updates

 

  1. Requirements for Reports Issued by Energy Storage Testing Laboratories

    • To update air/sea transport identification certificates, use the 2025 Lithium Battery Report Identification Certificate Update Form (this form is only applicable for updating DGM identification certificates). Submit the form, complete UN report set, and 2025 Air/Sea Transport Entrustment Letter to the designated window for case registration and queuing.

    • Report updates in 2025 will be processed in the order of case registration; laboratories cannot arbitrarily change the sequence. However, if clients require expedited services or other special requests, note this in the email.

  2. Handling Reports Issued by Non-Energy Storage Testing Laboratories

    • Original test reports must be issued by DGM-accredited laboratories, with corresponding report versions and stamped with CNAS.

    • Application form.

    • Packaging materials.

    • Comparison samples.

  3. Other Situations

    • For urgent requests, contact GTG business personnel and schedule case registration via email at least two business days in advance. Unregistered applications will not be eligible for expedited processing.

 

Interpretation of Regulatory Updates

 

Effective January 1, 2026, the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR) 67th Edition will be officially implemented. This update introduces more detailed and targeted rules for the state of charge of lithium-ion batteries transported with equipment, covering various packaging instructions and UN numbers for lithium battery shipments. These changes directly impact air cargo companies, lithium battery manufacturers, and related logistics operators. Scope of Products for UN38.3認証

  • Various small secondary batteries, such as laptop batteries, digital camera batteries, camcorder batteries, various cylindrical batteries, wireless communication batteries, portable DVD batteries, and lithium batteries for CD and MP3 players.

  • Various mobile phone batteries, including lithium-ion batteries and lithium polymer batteries.

  • Various power secondary batteries, such as batteries for electric vehicles, road electric vehicle batteries, power tool batteries, and hybrid vehicle batteries.

  • Sodium-ion batteries.

 

Required Documents for UN38.3認証

  1. Completed application form (including battery information).

  2. Battery specification sheet.

  3. Test samples (the sample nameplate must include model, voltage, capacity, and watt-hour value, and must match the batteries shipped for transport).

If a Transport Condition Identification Report (for air/sea transport) is required, also provide:

  • Entrustment letter and transport declaration documents.

  • Packaging images (including outer packaging, opened outer packaging, and inner packaging).
