On October 28, 2025, Taiwan’s BSMI (Bureau of Standards, Metrology and Inspection) held a special briefing to officially announce amendments to the inspection regulations for 13 types of secondary lithium-related products and 1 type of information product. Additionally, “secondary lithium battery packs for non-propulsion use in road vehicles” have been included in the mandatory inspection scope. Among the updates, mandatory factory inspections for battery packs and power banks stand out as key highlights. The new regulations take effect upon announcement, with a transition period lasting until July 1, 2027.
1. BSMI Certified Product Categories
- Secondary lithium power banks
- Secondary lithium single cells (excluding button cells)
- Secondary lithium single battery packs/battery modules/battery systems (limited to those not exceeding 100 kWh)
- Secondary lithium energy storage single battery packs/battery modules/battery systems (limited to those not exceeding 1 kWh)
- Secondary lithium battery packs for electric motorcycles
- Secondary lithium battery packs for electric bicycles
- Secondary lithium battery packs for electric auxiliary bicycles
2. BSMI Inspection Standards and Certification Modes

Except for Item 2, “secondary lithium single cells,” which maintains the “Type Test Mode” plus “Declaration of Conformity Mode” (2+3), all other product certifications will adopt one of the following modes:
- “Type Test Mode” plus “Full Quality Management System Mode” (2+4)
- “Type Test Mode” plus “Process Quality Management System Mode” (2+5)
- “Type Test Mode” plus “Factory Inspection Mode” (2+7)
3. BSMI Factory Inspection Requirements
All secondary battery packs and power banks (excluding secondary lithium cells) applying for Certificación BSMI must undergo factory inspections or hold an ISO 9001 certificate issued by a BSMI-recognized organization.
For certifications using the “Factory Inspection Mode” (2+7), the certificate will only be issued after the initial factory inspection. The initial factory inspection is valid for one year, with subsequent inspections required at least annually.
4. BSMI Implementation Timeline
The new regulations take effect upon announcement, with a transition period ending on July 1, 2027.
Applicants holding old standard certificates may continue to use them until their expiration dates. During the certificate validity period, relevant approvals may still be applied for.
Before June 30, 2027, eligible applicants may apply for certificate extensions, with extended certificates valid for three years. (Eligibility requirement: Applications must be submitted three months before the certificate expiration date, before the old standards cease to apply.)
