TISI certification requires products to comply with the relevant standards, but also requires manufacturers to have a completed quality assurance system to maintain product compliance with the standards. In addition to product type approval testing, TISI certification process also includes factory inspection before certification and and supervision after certification.

1. Product evaluation

TISI evaluates the products according to Thai Industrial Standards (TIS) and special requirements for product certification, which can be done in one of the following three ways:

• (1) Taking samples and having them tested by a designated laboratory
  Samples are taken by qualified TISI officials and tested by a designated laboratory, or by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS) or by a laboratory accredited by TISI;
• (2) Samples taken by factory worker and tested at the factory and monitored by TISI qualified officials
  When it is considered that the factory’s laboratory is fully equipped with specific testing equipment and qualified engineers, the test sample can be tested at the factory and monitored by TISI qualified officers;
• (3) Inspect test reports
  Obtain a test report from a TISI accredited laboratory. However, if the test report is incomplete or differs from the corresponding certification standards and specific requirements, TISI may take samples for supplementary testing of these items.

2. Factory inspection before certification

Factory inspection is not required for imported products, only to review the quality control document. For foreign factories, inspections are required when the quality control documents are incomplete. If the factory has obtained ISO 9000 quality management system certificate, its quality control system will be exempted from review, but the certificate issuing body should meet the following requirements:

• Has been accredited by ONAC;
• Approved by TISI.

However, TISI may conduct supplementary reviews of these items when the factory’s quality management system is incomplete or differs from the specific requirements for product certification and the general requirements for product quality control systems.

3. Supervisory review after certification

The purpose of supervision and review after certification is to ensure that the certified products continue to meet the corresponding standards and that the factory is still capable of maintaining the quality of the certified products. The supervision and review system includes:

• (1) Routine supervision
  The supervision can be carried out by supervision of the quality control system and/or quality of certified products. The frequency of supervision is based on the consistency of the quality control system of the holder and the previous supervision.
• (2) Supervision of quality control system
  Sampling test will be carried out for samples taken from factory or market by TISI qualified officers and tested by designated laboratories or laboratories accredited by Thailand Laboratory Accreditation System (TLAS) or TISI approved laboratory.

Note: Manufacturers, importers, and sellers are under supervision without prior notice to ensure that products are manufactured and sold in compliance with TISI standards and to prevent the abuse and misuse of the certification mark and any violation of the Industrial Products Standards Act and its amendments.
